Rockland man accused of multiple offenses while on bail

    ROCKLAND — A Rockland man who was on bail with an active set of conditions was arrested July 22 on multiple charges, including the alleged theft and unauthorized use of a motor vehicle.

    Harley Winchenbach, 31, was charged by police with criminal trespass, operating after a license suspended or revoked, violating conditions of release, and theft by unauthorized use of property.

    Winchenbach made his initial appearance in Knox County Court on July 22 where Judge Sarah Gilbert set his bail at $500 cash. He must report daily to the Rockland Police Department or Maine Pretrial Services and not operate a motor vehicle under any circumstances.

    According to the affidavit filed in court by Rockport Police, an officer observed a vehicle on July 14 around 10 p.m. in a Commercial Street business parking lot where there had been previous suspicious activity. Police followed the vehicle to the Schooner Bay Motor Inn parking lot where they attempted to stop the driver, later identified by police as Winchenbach, who left the vehicle and ran into the woods.  

    Police then received a report of a stolen truck at a residence where the property owner had security video footage of a man trespassing on the property before they noticed the missing vehicle. Police recognized Winchenbach as the same man they attempted to stop at Schooner Bay. Police said in the affidavit that Winchenbach stole the truck after he fled into the woods.

    Winchenbach was arrested July 22 by Rockland Police after a warrant was issued for his arrest.

    He is scheduled to appear in court again Sept. 26 for a dispositional conference.
