Knox County Criminal Docket closed cases
ROCKLAND – The following cases were closed in Knox County Unified Court from Sept. 26-Oct. 7.
Crysta A. Bourque, 27, of Rockland, theft by unauthorized taking or transfer in Rockland Feb. 19, 2021, dismissed; theft by unauthorized taking or transfer in Rockland Feb. 19, 2021, $250 fine.
Katie Clarke, 35, of Belfast, criminal trespass in Thomaston April 21, 2022, unconditional discharge.
Franklin J. Dodge, 60, of Union, possessing lobster beyond minimum or maximum size in Rockport June 18, 2022, $900 fine.
Kenneth Brewer Frazee, 23, of Swanville, speeding more than 30 miles per hour over the speed limit in Appleton Aug. 10, 2021, $100 fine, all suspended, license suspended 30 days.
Kyla R. Frederick, 21, of St. George, disorderly conduct, loud unreasonable noise in Rockland July 16, 2022, dismissed.
David Gray, 43, of Rockland, criminal restraint in Rockland Sept. 1, 2022, 30 days in jail.
Christopher Hildings, 36, of Vinalhaven, assault on Vinalhaven March 17, 2020, acquitted after a jury trial.
Chasity J. Hooper, 42, of Owls Head, fishing or taking shellfish from a closed area in South Thomaston July 29, 2022, $300 fine.
Mark Hupper, 36, of Rockport, kidnapping in Rockland Oct. 21, 2020, 14 years in prison all but five years suspended, probation six years, restitution $2365.00.
Hupper also pleaded guilty Sept. 28 to creating a police standoff, burglary, aggravated assault, aggravated criminal trespass, criminal threatening with a dangerous weapon, and three counts of violating a condition of release. He also received concurrent sentences for burglaries and theft at the former Time Out Pub in Rockland in October 2020.
According to the court document, Hupper barricaded himself inside an apartment and threatened to kill a woman early Wednesday morning on Oct. 21, 2020.
The kidnapping charge stems from the fifth-floor apartment being occupied by one person at the time of break-in, police said.
At approximately 1:14 a.m., Rockland police were informed of Hupper’s whereabouts at the residential facility on the corner of Main, Rankin, and North Main streets. Along with the on-duty police officers, additional off duty police were called in to assist. The State Police tactical team and crisis negotiation team also responded, as did the on-duty Fire and EMS crew and multiple call-shift members.
Upon police arrival, the fourth and fifth floors of the building were evacuated. All disrupted residents found their own temporary accommodations, police said.
According to the affidavit filed in court by Rockland Police Detective Alex Gaylor, police obtained a search warrant at 4:20 a.m. on Oct. 21, sworn over the phone with Justice Daniel Billings, to enter the apartment at the Rankin Center. While police were drafting the warrant, Hupper told law enforcement officers that he was going to slit the throat of the woman and also use her as a barricade if they tried to enter the residence.
Police said that it sounded like Hupper was also barricading the door with objects.
Hupper claimed he had a firearm, later identified as a .40 caliber gun, and would allegedly kill anyone who tried to enter the apartment, according to the affidavit.
Before the standoff, he had posted on Facebook that he would end up in jail or dead, the affidavit stated.
Hupper was arrested just after 6 a.m. and taken for a medical assessment at Pen Bay Medical Center before being taken to jail where he has since remained.

Melisa Paquin, 32, of Camden, domestic violence assault in South Thomaston June 30, 2021, 364 days in jail with all but 10 days suspended, probation one year.
Eliza Rainville, 28, of Waldoboro, terrorizing in Appleton March 2, 2020, 21 days in jail.
Nathan R. Smith, 30, of Ellsworth, use of drug paraphernalia in Rockport Aug. 6, 2022, $100 fine.
Courtney Stairs, 35, of Clinton, operating under the influence (drugs or combination) in Appleton March 27, 2021, $500 fine, license suspended 150 days.
